Tomlin vs. Bauer

The Indians made the move to put Carlos C. in the bullpen which was no surprise. However the call up of Josh Tomlin has me wondering. When I heard that Carlos was out of the rotation I though that Trevor Bauer was on the way from Columbus.
I understand Tomlin has more Big League experience, however Bauer has a much higher upside. He has been pitching excellent baseball and deserved a shot to join the starting rotation. I believe the Indians front office thought Tomlin was the safer bet of the two. Possibly they did not want to have two young starters (Salazar) at the same time.
I don't think Tomlin will make too many All-Star teams but Bauer could. I believe the Tribe made an error here.
Going into May of 1920 the Indians were in first place. They were hitting like crazy and the pitching was outstanding. They were the team to beat.
